Historically, independent producers have pursued smaller increments of the oil and gas resource base through aggressive exploration and development programs. In today's marketplace of relatively low wellhead prices and substantially reduced tax benefits, independents must also be broadly equipped to utilize improved, cost-effective discovery and recovery technology.

Traditionally, the development and transfer of improved oil and gas technology have not focused on the needs of independent producers. Considering the increasing role independents will play in fully developing the United States' mature oil and gas resource base, a critical national need exists for developing a technology transfer program for independent producers.


To identify and prioritize the technical information needs of independent producers, the Texas Independent Producers and Royalty Owners Association (TIPRO) and the Bureau of Economic Geology, The University of Texas at Austin, conducted a series of forums on the topic of improved oil and gas recovery. These forums, attended by more than 400 independent operators, provided a baseline for establishing specific technical needs of Texas independent producers. According to input received from forum participants, the five highest priority areas for technology transfer are

• Improved exploration strategies for discovering remaining oil and gas resources;

• Advanced formation evaluation techniques for improved assessment and development of oil and gas reservoirs;

• Completion technology to improve reservoir stimulation and wellbore cleanup;

• Cost-effective access to advanced seismic imaging techniques to reduce exploration risk and optimize field development; and

• Improved characterization of oil and gas reservoirs so uncontacted and bypassed resources can be recognized and developed.

In addition to these high-priority technology transfer areas, additional technologies related to reservoir performance prediction, oil and gas databases, production wellbore mechanics, advanced EOR extraction processes, environmental regulations, drilling design, and production operations were reviewed.
